Law enforcement a problem to be tackled

Law enforcement is a problem which is to be urgently attented to. Though our judiciary does its best to bring culprits to book but due to lack of sincerity on the part of Govt (so called govt for the people by the people to the people ) to enforce law has left everything in chaos. I am wondering what has to be done to enforce law. Do we need a govt which is run by a dictator to enforce law?. China has progressed on all fronts under autocracy. It is known that US has best law enforcement, hence it is developed country.
