noise

I'm fairly new to the city and not from India, so I don't really know where the line is for what's appropriate and what isn't, since it's not my country.

However, I live in Kondapur and unfortunately my apartment is surrounded by many other apartments that are still under construction. So I have gotten used to the terrible constant noise from 8 am until usually 11pm or 12am. The noise includes stereos blasting music at all hours, constant senseless hollering along with the constant drilling, hammering, sawing, etc.

The reason for this post however is that currently it is after 3am and a worker has been hammering away all night. I understand that in my culture this is totally unacceptable behavior, but what is the situation here? I cannot understand it and consider it extremely rude, ignorant, and selfish. I wonder why no one else complains. It's bad enough that other apartments keep 'guard' dogs that bark and bark all night whenever someone walks by the gate. However, why is it necessary to do this work in the middle of the night. These 'construction workers' seem to live under the building they are constructing at the time being and are constantly throwing parties, and being a nuissance. I figure I should have some rights since I own 4 apartments here, and these people own none.

I just don't understand it, so maybe a local can enlighten me.

It is completely unacceptable. The procedure for best results is:

1. Try requesting them (the builder/manager, not the workers) not to do it. They will most likely stop for a few days and then start again, and any subsequent request will have almost no result. Requests follow the law of diminishing results.

2. You could yell and scream in the subsequent stage, and threaten to complain to local authorities (mostly the cops). Sometimes this works, especially if you are very articulate, but in your case, if you do not look Indian, the indignation might either not come through, or not have the desired impact. Also, it will mess up your mood for hours to days depending on your temperament.

3. You could go ahead and complain to the cops anyway. Just remember that builders in Hyderabad and India are usually crooks and goons with so few scruples, they find it easy to ignore even those. But I am building the worst case scenario. They'll usually fall in line by this stage. Only, if they start flouting the rules again, everyone will start getting bored of you now if you complain again. Yes, even complaints follow the rule of diminishing results.

You seem to be talking of multiple constructions, so I do not know how many of these are practical suggestions. You'll have to wait it out, or move, I guess. The problem with taking up issues is how much of your mind they occupy, whether you win or lose or manage an uneasy truce.
