Government services going online?

With so much of hype and IT funda on, the AP govt is launching a series of online services like e-cops, AP transcom etc.....but in reality, i was astonished not to find a single word template where in the user can file a complaint or fill a form and send it online.....w.o such services offered, why did the sites come online????do the govt agencies really intend to be more transperant or are they doing it just for the sake of publicity????

frankly, what can i do? even if i worry? but i would definitely like to inform the most appropriate person to improve there services specifically, but i am afraid my suggestion may be probably ignored eeven if i write them.....but if some one concerned notices this board please let them Know about it.....
