A very morbid but nevertheless interesting topic.
I came to know recently that similar congestions occur in some local cemeteries here in USA. Apparently the living strive to oblige the dead's cemeterial preferences. But it so happens that such preferences of most of the yet-to-be-dead converge on the same cemeteries. So the dead leave this cemeterial issue as a final parting annoyance for the the living.
One way they are solving is by stacking the burials; a solution similar to the multi-storeyed one you propose.
