Building a 21 st Century Civil Service
"civil" - (1) of ordinary citizens and their concerns (2) of belonging to citizens service (4) the provision or system of supplying a public need
The future of the Civil Service is too important to be left solely in the hands of Civil Servants and politicians.
It is imperative that the Civil Service remains relevant to the society it serves. It needs to fundamentally transform its structure(s), culture and practice(s) if it is to address the legitimate and changing expectations of the public, be effective in supporting the renewal of public services and provide the stewardship required to maintain a vibrant healthy democracy.
4thePeople is a new campaign group that has been established to engage those outside the mainstream Civil Service in this process of continuous adaptation.
4thePeople will brigade representatives of business, academia, think tanks, the voluntary sector and citizens in active engagement with the media, the public and the mainstream Civil Service to make the case for change, cultivate the conditions within which it can take place, generate new ideas and solutions in support of these goals and provide support throughout the process of implementation.
4thePeople^^^^^ has been developed after extensive consultation with former top Civil Servants and public servants and senior representatives of organisations that work closely with Government.
We all believe passionately that our national well-being and prosperity are best served by creating modern responsive public services and by promoting the active engagement of citizens at all levels in public life. Only a reconstructed Civil Service, brilliantly led, with a clear sense of purpose and sensitivity to the world around it can make this happen.
Over the course of the next three months we will be building the organisation, running symposia with partners to finesse our campaign goals, establishing relationships with media, Civil Servants and other potential partners, developing our membership proposition, ‘nailing down’ our initial priorities and making a compelling case to for initiating the process reform as a Day One imperative for the new Government.
